TRADE POLICY REVIEW: CHAD

Strong growth but reform of business environment is needed to attract investment

Chad has experienced a succession of socio-political crises that have impeded its economic and social development, but the start of oilfield investment and the surge in world prices enabled Chad to achieve strong economic growth over 2001-2005, according to a WTO Secretariat report on the trade policies and practices of Chad.

The report notes the need for Chad to diversify its economic base to ensure wide redistribution of the oil gains and thus a reduction of poverty. This diversification requires a reform of the business environment, including the simplification of restrictive administrative requirements and an overhaul of the present system of heavy taxation for imports and exports.

The report calls for renewed assistance for Chad from its trading partners and stresses that the rapid introduction of trade reforms and the pursuit of structural reforms would create an environment that is both favourable for business and better capable of attracting the capital that Chad so badly needs.

Note

Trade Policy Reviews are an exercise, mandated in the WTO agreements, in which member countries trade and related policies are examined and evaluated at regular intervals. Significant developments that may have an impact on the global trading system are also monitored. For each review, two documents are prepared: a policy statement by the government of the member under review, and a detailed report written independently by the WTO Secretariat. These two documents are then discussed by the WTOs full membership in the Trade Policy Review Body (TPRB). These documents and the proceedings of the TPRBs meetings are published shortly afterwards.
