AGREEMENT CLARIFYING THE FRAMEWORK AGREEMENT

The Government of the United States and the Government of Japan reaffirm the "Joint Statement on the United States-Japan Framework for a New Economic Partnership". The following language on goals and objective criteria is pursuant to the Framework and applies to the priority areas, and will apply to other areas where mutually agreed.

I. GOALS

The accomplish these goals with respect to Japanese public sector procurement of medical technology [telecommunications], these Measures Related to Japanese Public Sector Procurement of Medical Technology [Telecommunications] have been adopted, with the aim of significantly increasing access and sales of competitive foreign medical technology [telecommunications] products and services in Japanese public sector procurement.

To accomplish these goals with respect to the Japanese auto and auto parts sector, these Measures have been adopted with the objective of achieving significantly expanded sales opportunities to result in a significant expansion of purchases of foreign parts by Japanese firms in Japan and through their transplants, as well as removing problems which affect market access, and encouraging imports of foreign autos and auto parts in Japan.

II. OBJECTIVE CRITERIA

incorporating this language into the arrangements, the working groups will not change the language, except for strictly technical reasons (e.g., to conform the language to the format of the arrangement).

The two Governments expect that the final outcome of the medical technology/telecommunications negotiations will take the form of exchange of letters. The following language from the Framework will be contained in the U.S. letter:

The U.S. Government will encourage U.S. firms to take advantage of opportunities created by the Government of Japan. The U.S. Government reconfirms that it is the policy of the U.S. Government to provide non-discriminatory, transparent, fair and open opportunities consistent with its obligations under the GATT Agreement on Government Procurement. The U.S. Government will consult with the Government of Japan upon request concerning such policies, and areas of particular interest.

The two Governments expect that the final outcome of the auto/auto parts negotiations will take the form of exchange of letters. The following language from the Framework will be contained in the U.S. letter:

The U.S. Government will promote the export of autos and auto parts to Japan and will encourage U.S. companies to pursue more actively market opportunities in Japan.

The specific objective criteria for each sector can vary reflecting the nature and characteristics of each sector.

On macroeconomic issues, Japan reiterated the importance of its Framework commitments to actively pursue the medium-term objectives of promoting strong and sustainable domestic demand-led growth, and increasing the market access of competitive foreign goods and services, intended to achieve, over the medium term, a highly significant decrease in its current account surplus, and to promote a significant increase in global imports of goods and services, including from the United States, and to take measures including fiscal and monetary measures as necessary to realize these objectives.
