Dear Ambassador Kantor:
I am writing with regard to the importation of used and retreaded tires from the United States. Having recently completed a review of our agreements, I am pleased to advise you of the results.
Effective Tuesday, May 25, 1993, U.S. exporters will be able to ship used and retreaded tires manufactured for the U.S. market and exported from the United States which bear the symbol DOT.
I believe that this change provides a mutually satisfactory resolution to this issue.

Thank you for your letter of May 21 regarding the importation into Canada of used and retreaded tires.
We are pleased that the Government of Canada has made the necessary changes to bring its regulations affecting trade in used and retreaded tires into conformity with the U.S. - Canada Free Trade Agreement, and that U.S. exporters are now able to ship these products to Canada.
I appreciate the attention you have given to this issue in order to find a satisfactory resolution to the problem.
